Abu Dhabi introduces new housing benefit scheme to facilitate home construction for Emirati families with loans and grants for agricultural land owners.
Abu Dhabi’s housing authority has rolled out a new housing benefit scheme aimed at facilitating the construction of homes for Emirati families, according to a recent announcement.
Loan and grant details for subdivided agricultural land
The program, called the Housing Construction Loan on Subdivided Agricultural Land service, targets owners of agricultural plots in Al Rahbah, Al Bahyah and Al Samhah. Eligible beneficiaries can apply for a residential construction loan of up to AED 1.75 million. The loan may be repaid according to the borrower’s monthly income, or it can be deferred. In addition, each applicant receives a grant of AED 250,000.

To qualify, the land must be free of legal restrictions that would impede building or disposal, and it must already have the required infrastructure in place at the time the loan is approved. The subdivided parcel will be registered in the beneficiary’s name as residential land, with the possession status recorded as a grant.
Eligibility rules and administrative requirements
The Abu Dhabi Housing Authority (ADHA) has set conditions for participants. Anyone holding an inactive housing construction loan or who has previously received a residential land grant must cancel the inactive loan or surrender the prior grant before applying for the new benefit. The service is being delivered in partnership with the Urban Planning and Permits Centre at the Department of Municipalities and Transport.
Application procedures and the exact date when the scheme will open to the public are expected to be announced by the end of the year. The ADHA has not yet detailed the timeline for processing applications, but officials indicated that the rollout will align with the broader “Year of Family” initiative.

Official statements and future outlook
Hamad Hareb Al Muhairi, director general of the ADHA, said the service “is in line with the objectives of the ‘Year of Family’ and highlights the Authority’s commitment to delivering innovative housing solutions that meet citizens’ needs while reinforcing family unity and social cohesion.”
When the service becomes available, interested landowners will need to submit documentation proving ownership, the absence of legal encumbrances, and the existence of essential infrastructure such as water and electricity. The ADHA will then evaluate each application against the eligibility criteria.
